BE enhancers have to be combined into reinforced fiber panels or synthetic cloth before a tailor can use it. Which one it combines into depends on the BE component but only a tailor can do that part. The BE component is added as their optional enhancement on those recipes.
Then they can use the reinforced fiber panel or synth cloth as usual and the BE enhancements will come out in the final assembly.

PS. Likewise, Chef tissues made by BE's must be combined with water by the chef to produced the additive that they can then use in their normal recipes.
