There are some bugs (unfortunately too common) that prevents taming. Some people speculate they have to do with server boundries. The devs know about one involving babies locked into a \"retreat\" state. There may be other causes as well.

Some times killing something will fix it. Other times logging out for 20 minutes (although those babies will be gone). Some have claimed luck with changing planets or crossing server boundries. Some times nothing works. :(

My personal experience with it is that if you are in a high lag area there's a much higher chance that the pet will be untameable for whatever reason. If you can, try looking in a more remote area for babies, though on some servers thats difficult.
