Your character level doesn't have much to do with the level of creature that you can tame.

All players (even non-CH) can control a non-aggressive pet up to CL 10. Once you train as a novice CH, you receive a +2 bonus, bringing your tamable CL to 12 non-aggressive.

The bottom 8 boxes (up to 2222) each add +2 to the non-aggressive level that you can tame. So, if this were the only factor, at 2222 you could tame up to CL 28 non-aggressive.

Aggressive creatures (those that appear as red dots on the radar) have their own criteria. As you train up the 'taming' branch, you will receive bonuses to your 'tame vicious' mod. This is used to determine what level aggressive creature you can tame.

The tier 3 boxes each grant a bonus of +3, so at 3333, you can tame up to CL 40 non-aggressive.

The tier 4 boxes each grant a bonus of +5, so at 4444, you can tame up to CL 60 non-aggressive.

And the master crown grants a bonus of +10 which brings your taming level to the maximum of CL 70.

We cannot tame or control anything over CL 70 no matter what we are wearing or what we've eaten or how god-like we feel. Maybe someday that will change, but for now, it gives us a rather nice selection of pets to work with.

By the way, on the home page right under the hotlink for 'forums' which brought you here, there is a hotlink for 'guides'. One of the guides is called CH Skill Tree (or something like that). It has lists of what we receive as we train in each new box. It is very helpful in planning your advancement to master.
