Who makes them? Regular doctors or bio engineers? Can Creature Handlers make them? thx!

I believe that only BE's (I've been getting all mine from a MBE) can make pet stims and definitely anyone can use them.

I can confirm that, the construction is in the BE Tissues line. Note that a BE can make better pet stims with subcomponents made by a Doctor than do-it-yourself.
