You say 'growing' rancor pet... what level is he currently at? If 26 is the final level and he is below 13 he will fight at that level. And since 13 is below the 15 of the earlier pet I would expect this. Any pet that is growing uses either it current level or 1/2 of its max level, whichever is high...
