Yes, it is for sale in Europe, and there are European servers to make sure that all Euro people do not have any lag :)
Lag in the US means attenuation or a pause/ delay with comunication with the server and your computer.
This can be caused by a slow connection, dialup or other slow ways of connecting to the internet.
