The compassion badge is fairly soon after you go down the elevator. (Make sure you have the disk from the trashed bunk room.) After going down, it is something like the first right, into a dead end area.
That is as best I can remember. It's been a long time...

You won't get your extra character until you complete your padawan trials, which you start after you complete your 6 branches in the village and defeat Mellichae.

The extra character slot when you got glowy was pre-patch 10. After that patch... Well, Kelaska said everything. So if you really want to have a character slot be ready to wait 6 months and to earn a lot of xp. In other words grind like an idiot...
