Yes, but only they will be able to stock the vendor.
Only the vendor owner can stock it, its not possible to place a vendor for someone else to use.
I ran a pets vendor for a friend while he was BE/CH, he'd put the pets into bags labelled with the price and offer them to the vendor. I'd buy then, put them for sale and /tip him the money as they sold. Although you might want to come to a different type of deal if its a merchant you do not know so well.
