Under the current rules, single spawns should come in sets of four. You kill it, then it will respawn three more times. One of these later spawns could be a baby. Unfortunately, that behavior has been broken lately and it will not respawn, so it is not in fact possbile.

One of the changes on Test Center is that babies can spawn in the first wave. If you are lucky, that first one will be a baby. I do not know whether the respawning is fixed or not, but you should at least have a chance at finding one soon.

I found a Great Plains Stalker just outside of Coronet yesterday, I killed it and waited for a respawn, and waited, and waited. So it doesn't look like the spawns have been fixed.
