Can smeone explain what effectiveness is on a creature? Does it describe the creature's attack or defence?

Defense against that type of attack. 35% Kinetic means it'll reduce a hit of 100 down to 65 as long as the armor on the target (pet) is the same as the armor piercing capabilities of the weapon being used.
