IP ban for some ISs?

I can not open the swgcreatures at home but i can at work.
I have talked to some other cable users and learned that NON can open the page.
Does turkish cable IP's banned?
If so it is silly i can still log in using proxies. But typing passwords for my UNANONYMOUS proxies is just a headache.
May be it is not about you but sour server service provider.
Pls. deal with this problem. I am a ranger and a meat/hide merchant. I (we) need this site a lot.
