No, its all up to the tailor what he wants to use the bio tissues in.

CH skill clothes arent only for wookies no. Non-wookies have it easier to get clothes with skill bonuses even (according to a wookie CH friend of mine anyways).
Ask a tailor if you want to know exactly what clothes can have what bonuses (mask scent bonuses are nice too)
