1) It has to have the (baby) tag in its name.
2) Your max pet level skill must be equal to or under its adult CL.
3) Depending upon your Tame Vicious skill, aggressive creatures' CL might be under this. Taming clothes and Wookiee/Ithoran* bonuses may offset this some.
*I understand Ithoran's have a taming bonus, but do not know first-hand having been gone from the game for so long.
