it is level 10, except for wookiees, for them it's 11. For Ithorians it MIGHT be 11, but i havent figured that out yet. Also, you can give them a level 11-15 pet and they are able to exchange it for a lvl 10 pet at a Creature Handler Trainer, more info on that in ctrl+H
